Offer Tulasi leaves at the feet of Lord Krishna and Vishnu Tatva deities.
Do not offer Tulasi leaves to non Vishnu tatva deities, not even to Lord Sada Shiva, even though He is expansion of Lord Vishnu.
Tulasi leaves can be placed in the hands of Prabhupada or your guru, so they may offer it to the Lord. Never at the feet.
Prabhupad said that every plate of bhoga for offering to the Lord, must contain a Tulasi leaf
