AS MOSTLY SEEN IN THIS MATERIAL WORLD DONAR IS GIVEN MUCH IMPORTANCE THAN DEVOTEE.

krishna loves everyone same

Pranams. There are innumerable ways to serve Krishna. One can serve by his body, mind, wealth, intelligence, words, etc. There is no rigid dichotomy between donors and devotees in one sense as the former is also serving by donating money.

Anyone who has got little faith in Krishna is a devotee.

"So everyone can serve Krsna. Pranair arthair dhiya vaca sreya-acaranam sada. Either with your life, either with your money, either with your intelligence, either with your, with your words. You can serve Krsna. Any way. Krsna service is not checked. Ahaituky apratihata. It cannot be checked. In any condition of life you can serve Krsna."

PAMHO.

Who said donor is not devotee? You have categorised as if they are separate. Just think about it, what is making them donate to ISKCON temple and not anywhere else.

Regarding people who are serving in the temples (whom you are calling devotees), why are they serving - for the pleasure of Krsna, right? So their service by mind, body is giving Krsna pleasure as well as donation given by donors is giving Krsna pleasure. 

WHo is closer to Krsna depends on the level of surrender of the individual - it doesnt depend on whether money is being donated or service. 

Donors are given importance because the money given by them goes a long way in running the temple - with money, one can even hire service and not vice versa. Plus, some of the donors donate for the purpose of name and fame. These are given to them alongwith prayers to the lord to give His mercy to them, so that they eventually come to the path of devotion.

It really depends on the context. A donor utilizing for the service of Krsna is also a devotee because the money is spent for varieties of devotional service. Krsna loves him also. Any donation genuinely in the mood of goodness or spent towards Krsna, gradually can raise someone into the platform of a devotee, if he/she isn't one- by the mercy of Krsna or a pure devotee.
